PENGERTIAN DRAUGHT (DRAFT)

Draugh/Draft adalah Hal yang Penting dalam Proses Pemuatan, karena dari Draft kita dapat tahu muatan yang masuk kedalam Kapal.

DRAFT : Jarak Tegak yang diukur dari Titik Paling Bawah pada Lunas Kapal (KEEL) sampai Garis Air (WL)
Midship Draf : Draft Kapal pada bagian Midship (Tengah-tengah)
Forward Draf : Draft Kapal pada bagian Depan (Haluan)
Aft Draft : Draft Kapal pada bagian Belakang (Buritan)

LIGHT DRAFT : Draft saat Kapal Kosong

LOAD DRAFT : Draft saat Kapal Memuat Maximum yang di Izinkan.
» Besarnya Draft Max Kapal tergantung dengan Daerah yang akan dilayari Kapal tersebut - Untuk mengetahui Draft Max Sebuah Kapal dapat dilihat pada  LOAD LINE CHART.

AIR DRAFT : Jarak Tegak yang diukur dari Garis Air s/d Titik Tertinggi pada bagian Kapal.

UKC (Under Keel Clearance) : Jarak Tegak yang diukur dari Lunas Kapal s/d Dasar Laut/Sungai.

» Besar Free Board Kapal selalu Berbanding Terbalik dengan Draf Kapal, Bila Draft Kapal semakin Besar maka Free Board nya semakin Kecil.

Vessel Traffic Information Service (VTIS)

AREA:
The VTIS Operation Area is divided into three Sector. The limits of the Sectors are depicted on the VTIS diagram.
DESCRIPTION:
This System is part of the Mandatory Mallaca and Singapore Straits Shio Reporting System (STRAITREP). The Maritime and Port Authority of Singapore established the VTIS to monitor vessel traffic in the Traffic Separation Scheme within the Singapore Strait.

The objectives of the VTIS are as follows:
(1) To improve safety of navigation in the Singapore Strait
(2) To facilitate safety of vessel traffic Inward-bound and Outward-bound of Singapore
(3) To provide navigational information to vessels using the Singapore Strait
(4) Protect the marine environment.

PROCEDURE:
A. Vessels which are fitted with VHF radio communication are to participate in the ship reporting system adopted by the Organization
(a) Vessels of 300 GT and above
(b) Vessels of 500 or more in length
(c) Vessels engaged in towing or pushing with a combined GT of 300 and above, or with a combined length of 50m or more
(d) Vessels of any tonnage carrying hazardous and or potentially polluting cargo in accordance with the definations in paragraph 1.4 of Resolution MSC.43(64):
(e) All passenger vessels that are fitted with VHF, regardless of length or GT, and
(f) Any category of vessels less than 50m in length or less than 300 GT which is fitted with VHF and in an emergency, uses the appropriate traffic lane or separation zone, in order to avoid immediate danger
B. VLCC and Deep Draught Vessels navigating in the Strait of Mallaca and Singapore arr advised to broadcast, 8h before enteting the TSS, navigational information giving name, DWT, Draught, speed and times of passing One Fathom Bank Lt, Raffles Lt and Horsburgh Lt. Difficult and unwieldy tows are also advised to broadcast similar information.
C. Vessels proceeding to the Sudong Bunkering Anchorages (ASUBA & ASUBB) are required to comfirm anchorage availability with the VTIS at least 4-3h prior to arrival.
This confirmation may be made by any of the following means:
(a). VTIS:
(i) Ch 10 (if arriving from the East)
(ii) Ch 73 (if arriving from the West)
(b) Port Operations Control Center:

Reporting:
There are three further types of reports for vessels calling at Singapore (see Port Operations, PROCEDURE section)
Inward-bound vessels should send a Confirmation of Arrival Report (see section (6) by VHF as follow:

(1) Through VTIS East VHF Ch 10:
a. Approaching from the East (South China Sea): when abeam Horsburgh
Lt (1°19'.82N/104°24'.34E)
b. Approaching from the South through Selat Riau: when abeam of Karang Galang Lt (1°09'.58N/104°11'.37)
c. Approaching from the East Johor Strait: when abeam of Eastern Lt buoy (1°17'.87N/104°05'.89E)

(2) Through VTIS Central VHF Ch 14:
Vessels intending to join the traffic lane of the TSS in the Singapore Strait between Longitudes 103°44'.60E and 104°02'.10E after departibg from the port or anchorages North or South of the TSS.

(3) Through VTIS West VHF Ch 73:
a. Approaching from the South through Selat Durian: When abeam Pulau Jangkat Bn (0°57'.90N/103°42'.62E)
b. Approaching from the West (Malacca Strait): When abeam Pulau iyu Khecil (1°11'.48N/103°21'.14E)

(4) Vessel Approaching from another direction not in (1) & (2) above should call the approaching VTIS Operator (East or West) on approaching the VTIS Opeeational Area and provide the vessels position by bearing and distance from one of the following reference points:
(a) Pu Iyu Kechil Lt (1°11'.47N/103°21'.14E)
(b) Sultan Shoal Lt (1°14'.37N/103°38'.89E)
(c) Raffles Lt (1°09'.60N/103°44'.45E)
(d) Sakijang Lt Bn (1°13'.30N/103°51'.28E)
(e) Bedok Lt (1°18'.54N/103°55'.97E)
(f) Tg Setapa Lt (1°20'.57N/104°08'.14E)
(g) Horsburg Lt (1°19'.81N/104°24'.34E)

(5) In the event that the Singapore VTIS Radar system is not operational, vessels entering the Singapore Strait should continue to report at the Reporting Points listed in (1) & (2) above. To facilitate vessels movements, vessels are required to report at the additional Reporting Points as follows:
(a) For Eastbound Vessels:
- Racon D (1°03'.61N/103°39'.00E)
Ch.73 VTIS West.
- Sakijang (1°13'.31N/103°51'.28E)
Ch.14 VTIS Central.
- Tg Setapa Lt (1°20'.57N/104°08'.14E)

(6) A Confirmation of Arrival Report should be made when the vessel is at any of the reporting Points in (1), (2) or (3) and should contain the following information:
a. Vessel's Name
b. Call Sign
c. Present location
(with reference to any one of the designated Reporting Point, e.g. When abeam Horsburgh Lt)
d. Number of passengers and crew
(applicable only for passenger vessels calling at singapore)
e. ETA at the first destination in the Port of Singapore, or the name of the Pilot Boarding Ground for vessel engaging the services of a pilot
f. Heingt of the vessel above the waterline (applicable if height differs from that provided in the Notification of arrival report)
(see Port Operations, PROCEDURE, section (1)).
Outward-bound vessels:
Vessels information departing from singapore is automatically sent to VTIS by Port Operations (see Port Operation, PROCEDURE section). No further reporting to VTIS is necessary.

For the purpose of VHF Reporting, the port is divided into 6 sectors. Each sector has a Sector Control Station which operates on a designated VHF Channel.
